  22. I looked into this recently, and it appears the story is this:

  24. Finder tries to do these things:
  25.  
  26. 1.  Allocate its internal out-of-memory safety buffer
  27. 2.  Start the Resource Manager
  28. 3.  Open its own resource fork and read the entire map into memory
  29. 4.  StartUpTools
  30.  
  31. If _any_ of these fail, you get the "Finder needs xxxK" message.  That
  32. means if a program is failing to shut down a tool properly that Finder
  33. now needs where it didn't before (like TextEdit, perhaps), you might
  34. see this message.  I'm not 100% sure TLShutDown will avoid the problem
  35. of not shutting down RAM-based tools you started up.
