- I have for some time puzzled over how unlicensed use of commercial software
- could be reduced. I do surely dislike bureaucracy and the endless growth of
- senseless paper work and record keeping. It is also creates substantial and
- ongoing expense, consuming resources that are better used elsewhere. Alas,
- most of the automatic schemes, only trade bureaucracy for support problems.
- However some of the responsibility is ours as end users. I would hope that
- we could give new techniques in this area a chance to succeed or fail on
- their merits, just as we presumably would do for other new technical features.

- The University has been trying to formulate policy and codes of conduct, to
- clarify to faculty, staff and students what their responsibilities are. A
- big part of the problem is end user ignorance. This seems to take at least
- two forms: ignorance of basic property rights, and ignorance of the purchase
- and license status of the particular softwares on their workstation. A
- simple notice that unlicensed duplicates are in use, should eliminate much of
- the problem. This cannot be a general warning on every copy, that will just
- be ignored (we are talking I have for some time puzzled over how unlicensed
- use of commercial software could be reduced.about human beings after all!).
- I have suggested to the University that good policies and code of conduct
- rules are useless without required education on the issues and details.
