Make sure you get your Gupta rep to demonstrate SQLWindows apps in a -native_ OS/2 2.0 session - the truth is, this functionality is not currently offered. SQLWindows, according to the people at Gupta, generates _only_ Windows apps. A PM version is planned.

Check out Easel/DOS, Easel/Win and Easel/2 from Easel Corp. It can generate DOS, Windows and OS/2 native apps from the same source code. It may fit your needs.
Also, there are COBOL compilers (ugh!) for both DOS and OS/2...I don't want to talk about them :-)
C++ Views, zApp, XVT and perhaps a few others are C++ class libraries which offer Windows and OS/2 source compatability. The problem is, of course, the lack of shipping OS/2 2.0 C++ compilers.
VZ Programmer might have OS/2 and Windows counterparts. I have no further information on this product.
Try and get ahold of the TINF?? file from Compuserve or some ftp site. It contains solutions which will be of interest to you.
