  10. I use File Manager as my primary shell in Windows 3.1 (i.e. I have the 
  11. line "SHELL=WINFILE.EXE" in my SYSTEM.INI file).  Every time Windows 
  12. starts up, File Manager appears as an icon.  I then have to double-click 
  13. it to bring it up to a window.  When I exit Windows, it's in a window.  
  14. However, the next time I start up Windows, File Manager is back to Icon 
  15. form.  I do have the "Save Settings on Exit" toggle under the "Options" 
  16. menu toggled on, so that's not the problem.  Any idea how to correct 
  17. this?
