  20. as the Internet in a legal sense. Maybe, when wide area ATM becomes
  21. real, some of the service providers will implement whatever RFCs are
  22. relevant by then. If they think they will make money that way.
  23. But Capitalism won the Cold War so the free market will answer your
  24. question.
