  23. BACKGROUND

  25. Congress is considering two bills (S. 2813; hr 2772) that would
  26. require the Government Printing Office (GPO) to provide one-stop-
  27. shopping *online* public access to federal information systems
  28. and databases.  (For a fact sheet or copies of the bills, send an
  29. email message to tap@essential.org).  Joint House and Senate
  30. hearings were held on July 23, 1992.  To become law, the bills
  31. must be approved by the House Administration and Senate Rules
  32. Committees, and then be approved by the full House and Senate.

  34. THE SCOOP
  35.  
  36. On September 10, the Senate Rules committee canceled a scheduled
  37. mark-up of S. 2813, the Senate version of the Gateway/WINDO
  38. legislation.  The official reason for the cancellation was the
  39. death of Senator Burdick.  Unofficially, the problems have been
  40. attributed to house republicans, led by Newt Gingrich, who have
  41. threatened to oppose passage of a bill sponsored by Senator Gore,
  42. due to the presidential campaign.  The alternative strategy is to
  43. the move the house bill first, thereby deemphasizing Senator
  44. Gore's role.  If any bill moves this year it is likely to be a
  45. substitute for HR 2772, cosponsored by ranking republicans on the
  46. House Administration Committee.

  48. WHAT YOU CAN DO
  49.  
  50. Clearly time is running out.  The most important thing that you
  51. can do is contact your congressional representative and ask them
  52. to urge the congressional leadership to move these bills.  It is
  53. particularly important to contact members of the House of
  54. Representatives, including the House leadership and republicans
  55. on the House Administration Committee.  The names, telephone
  56. numbers and address for key legislators are given below.
