- I am a member of an AACRAO (American Association of Collegiate Registrars and
- Admissions Officers) subcommittee called SPEEDE. SPEEDE, along with a
- subcommittee from the Council of Chief State School Officers (CCSSO) designed an
- EDI Student Educational Record (Transcript) which has been approved by the X12
- committee of ANSI as transaction set (TS) 130. TS 130 covers pre-K through
- postsecondary transcripts. It also includes health, demographic data, etc., for
- pre-K through 12.

- The EDI standard will have a major impact of reducing the cost of sending and
- receiving students' records if there is a standard and cost effective net to
- send/receive them over. (For those not familiar with EDI, EDI acts as a
- metaform. The sending transcript is mapped to the TS 130 format, sent over the
- Net, a VAN, on tape, etc. and received by the designee. The receiver takes the
- TS 130 from an electronic mailbox, tape, etc. and maps the data to the local
- students' record format. Since, EDI is a structured format, the receiver can
- computer process the transcript: admission evaluation, electronic filing,
- articulation, etc.)

- Security over the Net is possible. Along with TS 130 is TS 131. TS 131 is a
- mandatory acknowledgement of TS 130. It includes a control number generated by
- the sender, data/time, gpa, units, highest degree granted, etc. Software at the
- sending institution matches the TS 131 with their audit trail. If it matches,
- fine; otherwise, a human investigates why not. (As a side note, the idea is for
- the respective associations to have an electronic address directory for all
- education sites. This would go away when the X.500 (or whois) public white page
- directory is available. The public directory would have a field for the public
- key used in the digital signature.)

- Speaking for myself, SPEEDE has not recommented any one net, I believe the
- Internet is the best choice:
- It is a fixed cost; it is less costly than VANs.
- It is pervasive; someday all educational institutions will have a connection.
- It will provide a common vehicle for all campus communications.
- It will be MUCH easier to send/receive international students' transcripts.
- Security on documents can be as good as you want.
