  16. If a Parent 'allows' their kid to do anything they want,

  20. that kid has been arrested 42 times before her fourteenth birthday.

  22. Is this time for someone in the Child Welfare Agency to
  23. step in and seek to make the child a ward of the Court?
  24.  
  25. At least to put that child in a foster Home, or 
  26. someplace where there will be people who will love her?
