  28. IMHO, you have the motivations reversed.  It is not that NASA is picking
  29. up on a very real and important need that private investment has simply
  30. ignored; it is that NASA, being an arm of the gov., has a literal
  31. monopoly on what happens in space, and like all monolpolies, the only
  32. benefits are to the holders of the monopoly.

  34. Consider the phrase 'what's necessary' above.  Only someone who has
  35. completely accepted a monopoly situation would think in terms of
  36. 'necessary' instead of 'desired, useful, marketable', etc.
  37. Necessary for what? To whom? By whose standards?  The holders of the
  38. monopoly, of course!
