  36. Despite advertisements to the contrary, "police departments"  (whatever that
  37. might mean) do NOT endorse the CLUB or similar devices.  Regardless of the
  38. quality of the lock, professional thieves don't even bother with it.  They
  39. simply cut the plastic rim of the steering wheel and remove the device.

  41. If your CLUB-equipped car hasn't been stolen, it's simply because nobody
  42. wanted it badly enough yet.  By the time they go to the trouble of breaking
  43. in, the CLUB is no deterrent.
