  21. What is this tax for? To cover 'lost royalties' as a result of 
  22. home taping? If so, the record companies should allow manufacturers
  23. to produce DAT (DCC or MNIN DISC) machines without SCMS protection.
  24. As you know, the whole point of SCMS is to prevent people from 
  25. copying from one digital tape to another, digitally, etc. So, how
  26. can they justify this tax?
