- with a plenary from 4:00-6:00 on determining where to go from
- here, and a special group dinner at 7:00 PM. A Spokescouncil
- meeting will be held simultaneously to plan the DOE event.

- OCT.5: PRESS CONFERENCE AT THE DEPT. OF ENERGY
- On Monday morning, a press conference will be held at DOE head-
-
- quarters in Las Vegas to present the findings of the forum, and
- to ask for a formal acknowledgement and apology from DOE offi-
- cials for the desecration and destruction of the land and its
- inhabitants, by nuclear testing. This will be a serious event;
- suggestions such as the ringing of hundreds of Japanese Peace
- Bells are still being worked out. Some may wish to further their
- witness by remaining until the DOE responds.

- OCT. 5-9: WALK TO THE TEST SITE; SENDOFF FROM DOE
- The Peace Walkers, and those who wish to join them, will leave on
- the final leg of the 65 mile journey to the Test Site. Once the
- Test Site Peace Camp is opened, workshops, nonviolence and
- peacekeeper trainings will be available.

- On Friday, the 9th, workshops at the Test Site camp will include:
- National Association of Radiation Survivors Teachin: Board
- members and activists will share personal testimony.
- Western Shoshone Land Rights: with Chief Raymond Yowell & others.
- Global Anti-Nuclear Alliance Teachin: Reports from activists from
- around the world on their struggles and successes.
- Nonviolence trainings for activists who may risk arrest.

- OCT. 10: ALL NATIONS INDIGENOUS HEALING CEREMONY
- On Saturday, an all day Healing Ceremony for Mother Earth will
- take place near the Test Site under the direction of Corbin
- Harney, the Western Shoshone spiritual leader. Spiritual leaders
- from many Native American nations and international indigenous
- delegations are being invited to participate. No other events
- will take place at this time.

- OCT. 11: MULTI-CULTURAL RALLY AND DIRECT ACTION, 8:30-NOON
- A multi-cultural event of music and traditional dance is being
- planned on Sunday morning at the main gate to the Test Site. The
- afternoon is left open as a time to further express your deter-
- mination to stop nuclear testing as individuals or groups,
- through theatre, art, prayer, direct action, etc.

- OCT 12: COMMEMORATION OF 500 YEARS OF RESISTANCE
- This day is for expressing solidarity and support for indigenous
- people who have survived 500 years of land theft, social, spirit-
- ual and cultural repression, and planned genocide, of which
- nuclear testing is just one aspect..

- THE FORUM

- TRAVELING TO LAS VEGAS: Events from Oct. 2-5 will take place in
- Las Vegas. Las Vegas can be approached from all directions by
- major highways (15 from the east and west, 95 from the north and
- south) and also has a major airport with easy transportation to
- town. The Forum events will take place at the University of
- Nevada, Las Vegas, and the Monday Press conference at the DOE
- headquarters. (See enclosed maps.) See ARRANGING FOR BUSES & VANS
- for tips on how to make rental arrangements for your group.

- REGISTRATION: All participants in all three components of Healing
- Global Wounds, the Forum, the Walk, and the Peace Camp, are urged
- to register in advance so we know how many to expect and can
- provide the necessary logistical support. Registration will also
- be available upon arrival. Registration for the Forum is $20-40
- (a dinner event will be separate, at $10-25); for the Walk, $25;
- and for the encampment, $25. A reduced fee of $40 for two com-
- ponents, and $55 for all three is offered for those who need it.
- Scholarships will be available for the Forum, for partici-
- pants who are unable to pay. Written requests for scholarships
- must be received in advance. If you are able, please contribute
- extra funds toward scholarships for Native Americans or others
- unable to pay the full fee.

- ACCOMMODATIONS & MEALS: A block of 150 rooms is being held until
- Sept. 10th at the Continental Hotel near the Forum site at 4100
- Paradise Rd., Las Vegas. Rates are $22 a night for single or
- double rooms, $27 for 3, and $32 for four persons per room.
- Please reserve your rooms as early as possible, by calling 800-
- 634-6641 and identifying yourself with Healing Global Wounds.
- Meals are not provided, other than the dinner specified under

- A campsite will be set up for the Peace Walkers in the Las

- THE WALK
-
- All participants will need to be pre-registered for the
- Walk. We must have your emergency information on file.

- WHAT YOU WILL NEED: The desert climate is unpredictable, so come
- prepared for extreme daytime heat and sun, cold nights, and some
- possibility of rain. Bring sturdy shoes with ankle support, socks
- that fit well to prevent blisters, sunscreen, a shade hat, a
- flashlight and a water container you can carry with you. Dress in
- layers, and have a warm windproof jacket. Have sufficient bedding
- for cold nights on rocky ground. Tents need extra sturdy stakes
- for rocky, sandy soil and high winds. Try to consolidate your
- belongings into one bag or pack, for easy identification and
- transport in group vehicles. Bring a day pack for sunscreen,
- water, etc.

- AVAILABLE SUPPORT: Food and water will be provided in quantity,
- but try to be as self-sufficient as possible. Bring your own
- plate, cup, and silverware. Be prepared to take shifts with
- cooking and cleanup.
- A medical support vehicle will be available, but a personal
- first-aid kit is advised.

- No personal vehicles will be permitted on the walk; support
- vehicles for equipment transportation will be provided.

- WE NEED YOUR HELP TO MAKE THIS WORK: If possible, solicit dona-
- tions of bulk food in your area for the group kitchens. If you
- have medical training and can volunteer, or have a truck or van
- that can be used as a support vehicle, please let us know.

- THE TEST SITE ENCAMPMENT

- TRAVELLING TO THE TEST SITE: The Healing Global Wounds camp,
- registration and parking will be located south of Highway 95,
- near the main entrance to the Test Site (which is north of the
- highway). From Interstate 15 or Las Vegas, take Hwy 95 north 65
- miles to the Mercury exit. Get off and drive down the ramp. You
- will need to turn around once off the ramp. To avoid an illegal U
- turn, pull off on the right shoulder, and come to a complete
- stop. Then make a U turn, drive under the highway overpass, and
- look for parking directions. From the north, take Hwy 95 south 55
- miles from Beatty, and take the Mercury exit.

- REGISTRATION AND PERMIT: If not pre-registered, please go to the
- registration tent near the entrance. You will receive an up-to-
- date schedule and other important information. Additional con-
- tributions to help those unable to pay are greatly appreciated.

- ACCOMMODATIONS & CAMPING: Relatively inexpensive hotels are
- available in Las Vegas (see Accommodations under THE FORUM) or in
- Indian Springs and Beatty. Make your reservations ASAP. Call 702-
- 388-7044 for City Wide Reservations.
- For campers, a map of the camp will be in the registration
- tent, which will help you choose a campsite suited to your needs.
- It is best to stay well away from low-lying dust collecting
- areas, walking paths, the kitchen or other group areas where dust
- will be stirred up.

- SHUTTLES: Volunteers driving private vehicles will be available
- at various times throughout Healing Global Wounds events to
- transport people to and from Las Vegas. Schedules will be avail-
- able with registration packets. Donations for gas are expected.

- WHAT YOU WILL NEED: Please read this section under THE WALK.
-
- FOOD & WATER: Please try to be as self-sufficient as possible. A
- water trailer and some group meals will be provided. At a mini-
- mum, bring your own water containers, dishes and silverware. Try
- to solicit donations of bulk foods in your area for the kitchens.
- Check with HGW closer to the date to see what is needed.

- HEALTH CONCERNS: Medical and scientific experts differ on evalua-
- ting the risks of coming to the Test Site. The general thought is
- that unless a test has taken place within 72 hours the danger is
- small. We strongly advise that small children and pregnant women
- stay away from the area, because the danger to their health is
- greater. Circle dances and ceremonies that stir up dust should be
- kept to paved or hard rocky areas. If you wish, cover your face
- with a scarf. Always cover any food or water containers very
- carefully, and rinse all dishes before use.

- DRUGS & ALCOHOL: In the interest of maintaining a peaceful and
- focused experience for all, we ask that you refrain from bringing
- any alcoholic beverages or nonprescription drugs into the Peace
- Camp. Possession of any amount of any illegal drug (including
- codeine) is a felony in Nevada.

- MEDICAL HELP/COUNSELING: A medical tent will be available for
- first aid, medical problems and emergencies. In addition, we hope
- to have counseling and personal support available there.
-
- CHILDCARE: We hope to provide a children's program for those
- families who must bring their children. Please indicate on your
- registration form if you expect to need this service.
-
- VOLUNTEER TASKS: The Healing Global Wounds events and camp will
- depend very much on participants volunteering their help in all
- areas. Everyone should plan to take responsibility for filling
- shifts. Tasks may include: parking, tabling, cooking, cleanup and
- recycling, camp set up, maintenance and dismantling, etc. Tasks
- requiring specific training include peacekeeping, legal observ-
- ing, and nonviolence training. People with vehicles for shuttles
- and training in medicine, counseling and childcare are also
- needed. If your group would like to take complete responsibility
- for a specific task, that has worked well in the past.

- DIRECT ACTION PLANNING: If you intend to risk arrest, we strongly
- advise taking a nonviolence training workshop. These will be
- offered all day Friday, Oct. 9, and at other times. We encourage
- you to make plans with other members of a group. Each group
- should provide its own support, to keep track of where members
- are, and pick them up upon release. If you are not part of a
- group, you can join one at your training session or join an
- existing one.
- Events go more smoothly when all groups planning theatre,
- ceremonies or direct action coordinate their plans by sending an
- empowered spokesperson to action planning meetings. Scheduled
- times will be included in registration packets.

- LEGAL INFORMATION: Although Healing Global Wounds recognizes the
- Western Shoshone as the legal custodians of this land, government
- agencies do not. People participating in scheduled ceremonies and
- rallies should not be at risk of arrest. In the past, those
- entering Test Site grounds or blocking roadways have been ar-
- rested, as well as 2 encampment organizers. For the past several
- years, since the Western Shoshone National Council began issuing
- land use permits, people arrested and cited for nonviolent
- actions have been driven to Beatty or released on site and
- charges have been dropped. The government seems to avoid address-
- ing the issue of Shoshone land rights in court. All indications
- are that this practice will continue. However, people going far
- into the Test Site, delaying tests, or entering government
- buildings have been prosecuted.
- NOTE: Anyone with medication should carry it only with a pre-
- scription label with their own name on it. Unmarked medications
- may result in you being held and investigated.

- HEALING GLOBAL WOUNDS PARTICIPATION GUIDELINES

- For the purpose of building trust, creating a foundation of
- safety, and so that we will know what to expect from each other,
- the Western Shoshone National Council has asked us to observe the
- following guidelines during Healing Global Wounds:

- 1) I will act nonviolently, with respect for all people and other
- living beings I encounter. I will seek to express my feelings
- without verbally or physically abusing anyone. If a conflict does
- arise, I will seek a designated Peacekeeper to arbitrate.

- 2) I will conduct myself with respect for other people's beliefs,
- religious affiliation, race, nationality, and sexual preference.
-
- 3) Out of a desire to make all participants comfortable at these
- events, I will be thoughtful and sensitive in my conduct and
- dress, and refrain from nudity.
-
- 4) I will not bring or use nonprescription drugs including
- alcohol at these events. Alcohol or drugs can endanger myself and
- others legally and physically. It can also hamper my ability to
- communicate and work with clarity.

- 5) I will not bring firearms or other weapons to these events.
-
- 6) I will take responsibility for my presence in the fragile
- desert environment, and avoid harming plants, animals, rock
- formations, etc. I will pick up trash, cigarette butts, etc. when
- the occasion arises, and refrain from having fires, smoking, or
- driving except in designated areas.

- DIRECT ACTION GUIDELINES
- 7) If I choose to risk arrest at the Test Site, I will partici-
- pate in site specific nonviolence training beforehand, to prepare
- and orient myself and to receive necessary action specific
- information.

- 8) If I risk arrest, I recognize that I may face legal conse-
- quences as a result of my actions, and I am prepared to accept
- these consequences.

- 9) I agree that I will not destroy property at the Test Site.
- However, many activists in the nonviolence resistance movement
- recognize the validity of direct disarmament actions.

- 10) The action planning meeting (spokescouncil) is the coordinat-
- ing and decisions-making body for direct action tactics. I agree
- to follow it's decisions.
