  34. Amnesty International is concerned at the reported ill-
  35. treatment of youngsters involved in the programs of Casa
  36. Alianza (Covenant House), an organization working with
  37. street children in Guatemala. Amnesty International is also
  38. concerned at recent incidents of intimidation against staff
  39. working with Casa Alianza. The following incidents are all
  40. reported to have taken place in Guatemala City, the capital.

  42. On 16 August 1992, David Lara and Olindo Orellana, both aged
  43. 19 and residents of the Casa Alianza group home for older
  44. youths, were reportedly leaving the home when three men in
  45. plain clothes approached them. The men reportedly identified
  46. themselves as police but did not show any identification.
  47. They reportedly handcuffed the youngsters, forced them into
  48. a car and beat them. The youths were later released.

  50. In a separate incident, on 15 August, Casa Alianza worker
  51. Evelyn Marisol del Cid Lima was walking with her father
  52. Francisco Hugo del Cid Jacobo and her brother Hugo del Cid
  53. Lima in Zone 13 when a car with dark tinted windows drove by
  54. at high speed. The occupants of the car reportedly fired in
  55. the direction of the three people but no one was hurt.

  57. On 14 August, 23-year-old Jaime Salvador Crispin Urias, a
  58. Casa Alianza resident, was reportedly approached by an
  59. unidentified armed man and forced into a car with dark
  60. tinted windows in Zone 7. He and another man in the car
  61. reportedly beat the youth several times on his face and head
  62. with their pistols. He was reportedly freed three hours
  63. later in Zone 1.

  65. Three days earlier on 11 August, according to reports,
  66. street youth Jose Alfredo Cornejo (''Cabellon'') and Casa
  67. Alianza counsellor Marco Tulio Silvestre were followed and
  68. stopped in the street by two men in plain clothes who
  69. reportedly identified themselves as policemen but did not
  70. show any identification. The men accused Jos Cornejo of
  71. being a thief and questioned both insistently on their
  72. activities. The men threatened to take them both to the
  73. National Police headquarters but finally agreed to let the
  74. two go. Jose Alfredo Cornejo has reported being constantly
  75. followed and kept under surveillance. He was a member of the
  76. so-called ''18 street gang'', four of whose members were
  77. extrajudicially executed in 1990 and a further one in 1991.

  79. BACKGROUND INFORMATION
  80. Abuses against street children continue to take place in the
  81. context of police claims of a spiralling crime rate,
  82. particularly in the capital, Guatemala City. The police
  83. maintains that in Guatemala City, gangs of street youths
  84. (called maras) are responsible for high levels of crime.
  85. Street educators and those working with street children have
  86. also been targeted by the security forces, either because of
  87. their work protecting street children from abuse, because
  88. they have denounced human rights violations against the
  89. street children or because they have provided evidence as
  90. witnesses in judicial proceedings against members of the
  91. security forces charged with human rights violations against
  92. street children.

  94. RECOMMENDED ACTION:  Please send
  95. telegrams/telexes/faxes/express and airmail letters either
  96. in Spanish or English:
  97. - expressing concern at the reported ill-treatment of street
  98. youths David Lara, Olindo Orellana and Jaime Salvador
  99. Crispin Urias; at the shooting incident involving Evelyn
  100. Marisol del Cid Lima, Francisco Hugo del Cid Jacobo and Hugo
  101. del Cid Lima and at the harassment of Jose Alfredo Cornejo
  102. (''Cabellon'') and Marco Tulio Silvestre;
  103. - asking for an immediate investigation into these incidents
  104. and that those found responsible be brought to justice;
  105. - urging that immediate and adequate measures be taken to
  106. safeguard the physical integrity of Casa Alianza' staff and
  107. of street children and youths involved in their programs.
