- CUBA
- The following comes from R. Havana:

- The US state of Florida's Everglades National Park has become more
- than a wildlife preserve and tourist attraction. Miami's terrorist
- organizations of Cuban origins have turned the lush site into a
- military training camps.

- US federal authorities have made a number of statements over recent
- months whose apparent aim is to convince public opinion that
- Washington disapproves of the training camps and will prosecute
- those involved, but no one has yet been charged or arrested.

- Recent developments have revealed that the training camps are still
- going on. Last month, four heavily armed individuals, three of them
- of Cuban origins, infiltrated Cuban territorial water from their
- base in Florida. The men, however ran into mechanical difficulties,
- forcing the group to send out a call to the nearest US Coast Guard
- cutter. Not only were they not arrested for weapons charges or
- indited based on the Neutrality Act, the four openly told their
- story to the Miami Herald, which promptly published their account
- of events.

- As a result, Cuba once again brought up the matter in the UN
- Security Council, protesting the use of US territory as a terrorist
- base operating against the island. The council, however, seems
- inclined to support US impunity.

- Meantime, Roberto Martinez, head of the US Attorney Office in
- Miami, insists his office is ready to prosecute such cases.
- Nevertheless, he refused to say whether any action is pending
- against the Dade County organizers of the Dec 29 raid on Cuba that
- resulted in the capture of three Miami-based Cuban terrorists and
- the trial that ended up with two 30-year prison terms and one death
- sentence.

- The Miami Herald article also quoted FBI agent Paul Meyer as saying
- actions against Cuba are hard to prove. Washington warns about
- international terrorism, but turns a blind eye to US-based
