  17. That's exactly the fallacy with the HOV restriction.  It assumes that
  18. by making driving hell for everyone, that we will all see the light and
  19. car pool.  Yet, I haven't seen one survey or study to support this conclusion.

  36. A car taking 2-3 times as long to make a commute is surely going to
  37. pollute 2-3 times as much if not more.

  46. If people want to reasonably encourage car pooling, how about charging
  47. reduced tolls for car poolers?  They now have in some cases toll booths
  48. reserved for HOV only.  This would encourage car poolers, while not
  49. penalizing those who cannot carpool.  It would also be enforceable.
