Actually, manufacturers suggest a totally discharge before you recharge the battery, this rule applies to all NiCad battery.

It is due to the memory effect that you'd better discharge a battery completely before the recharge. You may try to discharge it again by attaching a light bulb(any one used on a car will be good) and recharge. If you still can not get power from it, either the battery is not good anymore or you should check the charger.>
