- Most modems nowadays include circuitry to check for "supervisory
- tones" on the telco line. The modem listens to for a tone, and
- makes a guess based on the pattern of the tone as to what is
- happening with the phone line.

- phone line connected to the modem is too low.

- A workaround would be to include the characters 'X0' in your setup
- string -- this will turn off the supervisory circuitry and cause the
- modem to "blind dial." Of course, this means the modem will happily
- dial away even if there's no phone line attached, but do you care?
