I've connected my little hp95lx (a PC-compatible palmtop) to my DECstation
and I've uploaded files to the DECstation with kermit (I think it's a gnu
version of kermit on the DECstation - somebody might be able to help you with
that).  There were a few steps:-

1) get an appropriate serial cable.
2) get a getty process running on one of the serial ports in the back of
   your DECstation (I can't remember off the top of my head how to do this,
   but you need root privileges and if you have root privileges then you should
   know how to do it).
3) get a terminal emulator for your PC which supports kermit file transfer
   (easy for me - this is built in to the hp95lx).
4) plug your PC into the serial port, log in, and transfer!
