  31. From what I can tell, you need to post the idea to news.groups along
  32. with any pertinent information about what exactly the group is intended
  33. for and how it will be handled (moderated, unmoderated, etc..)

  35. After that, people can argue and discuss good and bad points about
  36. such a new newsgroup and a CFV (call for votes) is posted (at a pre-
  37. determined and advertised time).  Everyone and anyone with a net
  38. account is allowed to vote.  You need to have something like at least
  39. 100 YES votes (make new newsgroup) more than NO votes, or something.
  40. (or maybe that's 2/3 YES votes, and at least 100 more YeES votes
  41. than NO vote.)

  43. Then you can submit the voters addresses and votes, along with request
  44. for a new newsgroup to a certain address (that I fforget at the moment)
  45. which will then process and generate the new newsgroup so it can be
  46. used by the entire net.

  48. I'm not sure if there are even 100 participating users on *this*
  49. group, so it might be hard to come up with the 100 necessary YES
  50. votes (or more if there is a big movement against).
