- From what I can tell, you need to post the idea to news.groups along
- with any pertinent information about what exactly the group is intended
- for and how it will be handled (moderated, unmoderated, etc..)

- After that, people can argue and discuss good and bad points about
- such a new newsgroup and a CFV (call for votes) is posted (at a pre-
- determined and advertised time). Everyone and anyone with a net
- account is allowed to vote. You need to have something like at least
- 100 YES votes (make new newsgroup) more than NO votes, or something.
- (or maybe that's 2/3 YES votes, and at least 100 more YeES votes
- than NO vote.)

- Then you can submit the voters addresses and votes, along with request
- for a new newsgroup to a certain address (that I fforget at the moment)
- which will then process and generate the new newsgroup so it can be
