- Please note that in accordance with the wishes of Federal agencies
- who control the backbone networks through which traffic to
- the greater Internet must pass, we can allow access to those parts of
- the Internet outside our own network from Hermes ports for which we
- can identify the user. In practice, this means that users who have
- dialed in or who are using workstations in public terminal clusters
- cannot access Internet hosts outside of Michnet, without further
- authorization.

- I believe this could also be, in part, why the Cleveland Freenet requires
- a signed statement from each user before granting them full access, including
- e-mailing capability.

- Maybe GEnie is approaching the Internet connection cautiosly for the same
- reason. But it shouldn't cause any problems, GEnie users already have
- unique user identifications. Hopefully we'll see all online services
- eventually granting fuller access to the Internet, without all these
- surcharges they insist on imposing.
