  17. Well, people who understand technical business probably know that the
  18. department heads rarely contribute a lot to product development.  Many of
  19. these people are administrators who hire/fire people, approve expenditures,
  20. set work schedules, and report to the brass.  Very few of them actually
  21. work on the products that the department is designing.  Not sure if this is
  22. the case at C= but it would not surprise me terribly.
