  28.   All systems that enter into the CSLG Program must have a valid standard
  29.   operating system license (VMS, ULTRIX, ULTRIX Workstation Software or VMS
  30.   Workstation Software) on the system prior to entering the program.  If the
  31.   system is upgraded to a larger system during the term of your CSLG
  32.   Agreement, you must purchase the upgrade with the standard operating system
  33.   upgrade.  (This is covered in the terms and conditions of your CSLG
  34.   Agreement.)

  36. In other words, you have to pay the upgrade cost (when you buy a CPU board, 
  37. it must also have the VMS price tacked into it) because you are upgrading 
  38. to a "larger system". I ran into this same situation and there was much 
  39. confusion. Given the state of funding for education and various state 
  40. budget situations, it would be nice if we could get a break on the HIGHLY 
  41. EXPENSIVE (relative to certain other operating systems) VMS. How about it 
  42. DEC?
