  22. I don't think the past is going to indicate the future.  The reason IBM had
  23. to use the "Proof of License" card bit was that they didn't have in their
  24. database a list of pre v1.3 users.  So they decided to make everyone send
  25. in their Proof of License card.  From talking with people, this mistake
  26. probably won't be repeated.
