  19. This seems like a rather dumb thing to do. I can see a mandate that a SIG
  20. define the guaranteed benefits which you get for paying dues and clearly state
  21. what are additional benefits which are provided at the SIGs option. But not to
  22. allow a SIG to provide added benefits when feasible is beyond silly.
