  28. people "just happened" to buy a scanner, and recorded separate parts
  29. of that conversations [not last week but some considerable time ago]
  30. and then by coincidence the transcripts appear in the press, followed
  31. almost immediately by the official statement that the persons making
  32. and publishing the contents of the recordings would not be prosecuted.

  34. It would be most surprising if those papers had carried that material
  35. without some form of advance guarantee that no action would be taken
  36. against them.  I will leave you to draw your own conclusions.
