  17. You can't get an apartment here.  There is a Secret List of people who
  18. are allowed to get apartments in Boulder, and as soon as a new apartment
  19. is built, or an old one is vacated when its tenants escape the Boulder
  20. Gravity Well, the Boulder Apartment Police guard it until the person
  21. at the top of the Secret List is notified and can move in.
