  43.         CHOICE.   Democrats stand behind the right of every woman
  44.     to choose, consistent with Roe v. Wade, regardless of ability
  45.     to pay, and support a national law to protect that right.
  46.     It is a fundamental constitutional liberty that individual
  47.     Americans -- not government -- can best take responsibility for
  48.     making the most difficult and intensely personal decisions
  49.     regarding reproduction.  The goal of our nation must be to make
  50.     abortion less necessary, not more difficult or more dangerous.
