  17. Has there ever been any proposal or even thought of using lighter-than-air
  18. platforms for launching small payloads?  It seems to me that with a
  19. dirigible designed to fly relativly fast, you could get pretty good cost
  20. savings with it, as you could get both velocity and altitude advantages.
