- Accompanying all appropriations bills is a report written by
- committee staff providing the committee's recommendations on how
- agencies should spend the money which is appropriated to them.
- Although these reports are not binding, federal agencies are
- usually quite reluctant to implement policies contrary to those of
- the committee which has jurisdiction over their budget. Both the
- House and Senate Appropriations Committees write reports, with a
- final "conference report" issued to accompany the final bill.

- Below are selected portions of Senate Report 102-344, accompanying
- H.R. 5373, the Energy and Water Development Appropriations Act for
- fiscal year 1993, as it pertains to high energy physics. The House
- Appropriations Committee has also released its energy and water
- development report; see FYI #83 for information on high energy
- physics.

- Current Funding: $627,999,000
- Administration request for FY 93: 630,884,000
- House bill: 613,384,000
- Senate bill: 623,384,000

- "Because of severe budget constraints, the Committee recommendation
- reduces to $25,000,000 the requested funds to construct the new
- Fermilab main injector. This level of funds will provide for the
- continuation of this activity at a rate greater than fiscal year
- 1992 and is also $10,000,000 more than the House allowance.

- "The Committee is aware of a proposal to initiate an asymmetric B
- meson production facility (B-Factory) at the Stanford Linear
- Accelerator Center. The Committee recommends that up to $3,000,000
- be spent on engineering work on the B-Factory from within funds
- provided to the Center to further develop this proposal for future
- submission to Congress. The Committee restores $2,500,000
- eliminated by the House from the physics research program for
- ongoing research related to high energy physics but includes the
- funds in the operating expenses line in lieu of a new SSC line
- entitled "SSC physics research."
