- I think one important difference is that the whale is likely to be hunted
- to extinction, whereas the elk, caribou, reindeer etc aren't. In North
- America, there are controlls (albeit not so perfect ones) on the amount
- of ungulate killing. With whales we are talking about big business and a
- situation in which the hunters to be controlled have a lot more power
- than the controlling organizations. Take Norway's decision to go whaling
- regardless of any decision of the International Whaling Commission 1992.
