  21. I'm willing to bet that replacing that segment will do lots for the
  22. environment already.  The loss of that segment means that many more
  23. cars and trucks spend more time crawling bumper-to-bumper through the
  24. I-{5,}80 interchange.  The Southbound 80->580->980->880 zig-zag is
  25. particularly nasty.
