  13. Carl Kadie asks for a policy that would include the Boy Scouts but
  14. exclude the KKK youth organization from Bank of America grants.
  15. This is unnecessary, since the Bank of America is a private organization
  16. and may make grants, within its policy guidelines, to whomever it
  17. likes. Any such guidelines say who is excluded, but not who
  18. WILL receive grants, and are there simply to indicate who "need not
  19. apply." Further, they may be changed at will, as we have seen.

  21. Thus the grant-making body of the Bank may refuse to give to the KKK
  22. and need not say why. It's still a free country.
