  19. The real reason is federal regulation. The Congress passed a law requiring
  20. fleets to have a set percentage of their vehicle powered by alternative
  21. fuels.  This will guarantee a market for these cars.  Most fleet vehicles
  22. are used on a daily basis and can be re-fueled at a central site. If
  23. this works, it prove the viability of the concept of alternative fueled
  24. vehicle for the masses.(For some cases)
