  21.    PITTSBURGH, Aug. 14 /U.S. Newswire/ -- The American Federation of
  22. Teachers passed a resolution at their convention here today calling
  23. for federal legislation that would extend full collective bargaining
  24. rights to all state and local government employees, including faculty
  25. and academic staff in state university systems.
  26.    Gloria Toivola, president of the Association of the University of
  27. Wisconsin Professionals, said the resolution was "a welcome voice for
  28. fair and decent working conditions for state university employees."
  29.    "Faculty and academic staff in state universities lack the most
  30. basic say in their salaries, benefits and working conditions," said
  31. Toivola.  "The legislation this resolution calls for would give these
  32. professionals the same bargaining rights that K-12 teachers already
  33. enjoy."
  34.    Toivola also applauded Democratic presidential candidate Bill
  35. Clinton's call for a long-term national investment in education in
  36. his speech to more than 3,000 AFT delegates on Aug. 12.  Clinton
  37. advocated a federal student loan program that would allow all
  38. students to go to college, repaying the loans through either future
  39. income or national service such as teaching or nursing.
  40.    "Gov. Clinton understands that we must give students something to
  41. hope for, something to make hard work in grade school and high school
  42. worthwhile," said Toivola.
  43.    Ray Spoto, vice president of the Association of University of
  44. Wisconsin Professionals, said, "Bill Clinton wants grassroots reform.
  45. He's invested in higher education in Arkansas, making it one of the
  46. top five states for investment in higher education over the past 10
  47. years.  He knows how to listen to the people on the frontlines, the
  48. people in the classroom.  We heartily concur with AFT's endorsement
  49. of Clinton for president."
  50.    The AFT represents 790,000 teachers, higher education faculty and
  51. staff, paraprofessionals and school-related personnel, nurses and
  52. health care workers, state and municipal employees.
