  27. They are just charging extra because of the large liabilities they
  28. incur in certain parts of NYC. (partially because of an insane
  29. NYC law on vicarious liability - i.e. Hertz is responsible for
  30. just about all court awarded damages)

  32. Besides, rental companies have always charged based on their costs,
  33. why is it $69.99 in FL, $89.99 in CA and $220 in NY ?
