  26. Right terms, wrong explanation.  The various "gold card" rental car policies
  27. are indeed secondary coverage, which means that they pick up after your regular
  28. car insurance ends.  If your normal car insurance covers $20,000 in damages and
  29. you do $27,000, they pay the other $7,000.  If you don't have a car yourself,
  30. and hence no regular car insurance, then these policies are, de facto,
  31. primary.
