  13. The correct time of day is significant to programs which post/read messages
  14. on networks.

  16. Daylight savings time is, unfortunatly, a legal concept which is subject to
  17. frequent re-definition in some localities. The dates affected and the
  18. offset vary from state/state and country/country all over the world, which
  19. effectivly makes it impossible for the OS handle it.  
  20.  
  21. It would be nice to have an interface for the user to declare a DST
  22. off-set, and on/off dates. How about it Apple?
