- The correct time of day is significant to programs which post/read messages

- Daylight savings time is, unfortunatly, a legal concept which is subject to
- frequent re-definition in some localities. The dates affected and the
- offset vary from state/state and country/country all over the world, which
- effectivly makes it impossible for the OS handle it.

- It would be nice to have an interface for the user to declare a DST
- off-set, and on/off dates. How about it Apple?
