  19.   This is the chicken and the egg problem. Nobody uses the map control panel
  20. because nobody uses the map control panel. Lame.

  22.   Maybe apps should check to see whether the location has been set. If not,
  23. the app could ask them to set it somehow, either by providing a way to do
  24. it within the app, by asking the user to do it with the control panel, or
  25. if the control panel is not present, by offering to install it for them and
  26. then let them do it.
