- This is the chicken and the egg problem. Nobody uses the map control panel
- because nobody uses the map control panel. Lame.

- Maybe apps should check to see whether the location has been set. If not,
- the app could ask them to set it somehow, either by providing a way to do
- it within the app, by asking the user to do it with the control panel, or
- if the control panel is not present, by offering to install it for them and
- then let them do it.
