  13. When the CPUs are made, a few out of large batch(statistical sample)
  14. are selected and tested. IF they pass, they get the higher speed, if
  15. not, they drop down to the lower speed and test again.  Not every 
  16. CPU in the batch is tested, maybe the guy was lucky and got a fast
  17. one from a slow batch...
