- Have you looked at TeX?

- It's brilliant at handling equations - you don't need to draw them :-) and
- yes, you can insert graphics and have them appear at the appropriate point
- in the text, even if you change other parts of it. And you can make it
- handle page breaks sensibly too, so you can - for example - arrange that
- "..we obtain" and the equation either always appear on the same page, or
- are allowed to split across pages - whichever you prefer.

- downsides? TeX isn't WYSYIWYG, although there are previewers, and is more
- of a typesetting language, so you have to invest a bit of effort in learning
- it. But for "structured documents" it's ideal.
