- For those who were following this thread, I found my problem.

- My batteries weren't delivering enough current to the motor. Simple
- enough. It turned out that my stepper motor needed 1 amp per phase,
- and the batteries were supplying far less than that. Since for
- stepper motors, torque DECREASES as rpms increase, the motor did not
- have enough torque to overcome its (slight) internal friction at high
- speeds. That is why the motor would do progressively worse at high
- speeds.
