  18. What is particularly bizarre is that the de-regulation of encryption used
  19. for end-user authentication is frequently being hinted at, and for reasons
  20. I stated you can argue most strongly for supporting free access to this
  21. technology, if only to protect existing investment in onshore USA govt funded
  22. works such as NASA and USGS, both of whom have been under sustained attack
  23. from within my part of the internet-at-large.

  25. Thus, I am seeking something which one government instrumentality denys me
  26. from concerns for national security, whilst other government instrumentalities
  27. actively seek it to be made available to me for exactly the same reason...
