  24. One possibility is you're not waiting long enough for the window to come
  25. up.  With the "pulse" window open, try double-clicking and watch system
  26. activity.  If the icon becomes shaded and the system activity drops to
  27. idle, read on.  If the system activity is high and the window eventually
  28. opens, this is your problem and extra memory will help.

  30. Are you having this problem with Folders or Programs?  If they're programs,
  31. look in the settings page for a check box "Open Minimized".  This should
  32. be unchecked to open the program into a window.  If they're folders,
  33. you should report it to IBM through channels, because folders should
  34. never open minimized.
