  20. What UART chip are you using?  If it's a 8250 or 16450, you may be
  21. able to fix your problem by replacing it with a 16550 chip.  To be
  22. charitable, Windows' performance under the standard communications
  23. drivers is... lacking.  This is not an uncommon problem.

  26. foreground is eating up enough time that PW can't respond to the
  27. interrupts and empty the character buffer fast enough.
