- The best method is to use an alias, or list the addresses on "Bcc:"
- rather than "To:". Perhaps it is agency policy to list them all on
- "To:", but I would prefer to describe that as agency policy to
- abuse email readers. Most readers would rather get to the message as
- soon as possible. If you really need to include the whole list for
- documentation reasons, incorporate it at the end of the message.
