  25. As part of the Justice Department involvement in the phone
  26. company(ies), this will be phased out in favor of a seven-digit
  27. 800-number database.  The argument, which has some merit, is that if
  28. you have 1-800-HOLIDAY, this is something of value, and you shouldn't
  29. be kept from changing LD carrier just because AT&T (for example) owns
  30. the 800-HOL exchange.

  32. Naturally, there is substantial opposition to this from a variety of
  33. interested parties, including parts of the phone company who don't
  34. want to do seven-digit database lookup for every 800-number call (can
  35. you say "increased rates?"  I knew you could.) and some of the large
  36. businesses who don't want to see call set-up times increase during the
  37. high volume Christmas season.

  39. Nevertheless, if it doesn't happen this winter, it'll happen shortly
  40. thereafter.  Not just a mediocre idea, it's the law.
