- For a research project involving prediction of regional rates of
- a particular medical problem, I have county-specific rates. How-
- ever, many counties are "sparse", making observed rates (relative
- to the state-wide rate) in some of these counties either small (read 0) or
- large (as a result of a small denominator).

- I (think) I understand the method ... nice introduction by Cressie
- in Am Stat'n Nov 1989.

- Can anyone point me to software that will do this? I have IBM
- mainframe, PC and RS6000 UNIX workstation available. SAS macro
- would be my first choice.
