  14. Please allow me to introduce myself : Richard T.U. Wah, Deputy
  15. Director/Head of Distance Education at the University of the South
  16. Pacific, Suva, Fiji Islands, in the South Pacific. I am trying to
  17. gather information for a study as set out below. If there is any
  18. one out there who has an interest in this area and would like to

  23. TOPIC :     DISTANCE EDUCATION AT USP : Is it efficient and cost
  24.             effective?

  27. This study will investigate the planning strategies that are used
  28. in DE institutions and consider the implications of these
  29. strategies to management systems that are in place or need to be
  30. put in place. The University of the South Pacific will be the
  31. primary university under study. Although others will be selected
  32. based on issues that are critical to this analysis. The following
  33. analyses will be conducted :
  34.  
  35.      (a)  reference/focus groups' responses to the University's
  36.           contribution to their own country and their expectations
  37.           of what the University's DE impact on their countries
  38.           should be? what do they consider DE to be?
  39.  
  40.      (b)  the University's DE aims and policies; and its action
  41.           plans and activities. Are these different? , what are the
  42.           marketing strategies used?
  43.  
  44.      (c)  integrating (a) and (b) above and producing alternative
  45.           structures for DE planning strategies,
  46.  
  47.      (d)  having developed structures as presented in (c)
  48.           corresponding structures for appropriate management
  49.           systems/structures for implementing these plans need to
  50.           be designed,
  51.  
  52.      (e)  the evaluative procedures used in the DE institutions
  53.           selected for this study in relation to their course
  54.           offerings, operations and cost effectiveness.

  57. The costs ( financial, chronological, sociological and political)
  58. will be considered when developing the structures described in (c)
  59. and (d).
