The following is a partial transcription of well over 90 percent of a
30-minute audiotaped public talk delivered by Mr. Alexander Collier, who
is a self-proclaimed, 30-year-duration, UFO-"contactee".

As it is not mentioned on the audiotape, I'm not aware of the location
where the lecture was given.  The presentation did take place sometime
during 1994.

From what I understand, Mr. Collier is now spending much of his time
spreading the message(s) given to him via his on-going "contacts".  At a
late 1994 Collinsville, Illinois MUFON meeting, I saw a public
presentation of a 1-1/2 hour videotape of a similar talk Mr. Collier
apparently gave during 1994 at some UFO-related conference.  I had never
heard of Mr. Collier's "contactee" status/experiences before this late
1994 Collinsville, Illinois MUFON meeting videotape presentation.  I
found of particular interest Mr. Collier's information/warnings in
regards to the continuing degradation of our planet's atmosphere.  Also
of particular note are the seminal dates -- in 1994; 1996; 1999 -- that
he mentions during this audiotaped lecture.  I also found the additional
information he mentions in regards to the NSA's 'secret-world-government'
connection more than plausible.

(I refer you to the 1992 book  The Puzzle Palace: A Report On NSA,
America's Most Secret Agency  by James Bamford;  and, the 1990 book
Blank Check: The Pentagon's Black Budget by Pulitzer Prize-winning author
Tim Weiner.)

I have no way of verifying the veracity of the quoted information that
follows, other than to note that it was taken -- verbatim -- from the
audiotape that was given to me.

UFO-"CONTACTEE" ALEXANDER COLLIER SPEAKS:

"My name is Alexander Collier, and I want to thank all of you for
coming."  "I want to preface that a half-hour lecture is very difficult
for me, because there is so much information."  [....]  "So I have
condensed 14 hours of material into 30 minutes."  [....]  "First of all,
I'd like to start with this map here. This map is obviously a map of The
World, and it is [displays] confirmed extraterrestrial bases on the
planet (the little arrows).  The green spots are confirmed inner-earth
entrances or tunnels, and the earth is littered with tunnels and huge
hollow caverns.  There's an incredible amount about our World we simply
just don't know about.  And it's interesting that extraterrestrial races
from as far as 2.2 million light years have to come and educate us about
our own planet."

"I am a contactee.  I have been for almost 30 years now.  It started in
1964 in Woodstock, Michigan on a family picnic."  "And I didn't include a
lot of that in my notes for the simple reason that is that I wanted you
to walk out of here with information that is pertinent to you every day,
as opposed to trying to bait you into a workshop and give you just little
tidbits.  I know that that's how normal things are run, but that's not
really how I care to operate.  I want you to leave here -- whether I see
you again or not -- with information."

"The beings that contacted me were from the constellation of Andromeda.
There are always eleven of them; however, two really only speak to me.
At this point I just usually acknowledge the other nine, but it's always
the two that communicate with me on a very on-going basis; it is physical
as well as telepathic.

They've even come down here and walked on the earth.  The last time they
actually did that was New Year's Day."  "They represent not only a group
of beings from Andromeda, who are human, but there are many different
types of lifeforms in that particular constellation.  In fact there are
28 different lifeforms in that one constellation -- conscious lifeforms."

[....]  "They represent a group called the Andromedan Council.  Now I am
not the only person this particular group is in contact with, there are
three others:  One is in South America; one is in Asia; the other is
Europe.  I do not know them personally.  However, we, we -- Liberty and I
-- may have met someone from South America who knows the other contact.
And that's, that's a whole 'nother story."  "The Andromedan Council is
made up of 133 planetary races.  It is a galactic 'United Nations' --
just like we have here.  It really does exist.  There is a political
order -- governmental order -- to our galaxy; and there are similar in
other galaxies.

We, everything we know here, we've been taught; in our past.  Everything.
And we've just emulated the things that we've been taught."  "Not all the
races are part of this Andromedan Council:  There are a total of 1209
different races in our galaxy -- just our galaxy -- at different levels
of evolution.  That's 1209."  "The Andromedans are very concerned about
the welfare of Earth, not only because of because of us -- the people on
it -- but also because of the strategic importance of Earth, in our solar
system, and at the very edge of our galaxy.  We're like this little tiny
remote outpost in the middle of nowhere; which I'll explain a lot more in
detail."

"The human race, we here, we're genetically created originally.  We
didn't evolve strictly from apes, or primates, as we've been told; there
has, and was, genetic altering.  In fact it's happened at least 22 times,
by at least 22 different extraterrestrial races.  In fact because of our
genetics, our DNA, which is the sum total of at least 22 extraterrestrial
races, there are many groups within the Andromedan Council that look at
us and consider us 'Royalty', because no other race, in our galaxy, can
make that claim:  We are literally a 'Heinz-57'.  That's a poor analogy,
but that's really the simplest way to put it; we are a mixture of all of
these different races."

"What I want to do is share with you the information that I've been given
and told to pass on.  And that's what I was focusing my 30 minutes on..."
"The first thing -- the most important thing -- that I want to share with
you is regarding our atmosphere.  According to the Andromedans, we have
approximately 41 years worth of oxygen left in our environment.  If we do
not stop polluting the environment, our atmosphere: killing the algae;
cutting down the trees; destroying all of the vegetation that creates
oxygen -- we have 41 years left.  The oxygen content of our atmosphere is
below 18 percent.  Thirty-five hundred years ago it was 38 percent.  Once
it reaches 15 percent, or below, mankind, on the surface, starts to
suffocate; we can't breath."

"NASA, [and] the Soviet Union, are largely responsible -- as well as
industry -- for the huge holes in our Ozone.  It's because of the rocket
fuel."

"That Humanity, at least a majority portion of the population, are
themselves creating all of the earth-changes that are happening now, and
that could be occurring in the near future.  Number one, our belief
systems -- by believing it; by adding negativity into our atmosphere,
using our conscious thoughts -- we are feeding this prophecy.  The Earth
doesn't have to 'pole-shift'.

L.A. doesn't have to sink.  But if enough people believe it, it's going
to happen.  Because, everything, everything, everything is a 'Belief
System'.  And if you 'buy into it', and you put energy behind it, you

technologies that are being used here.  That are being used against us,
as well as for us.  But you have to be conscious -- they want you to be
conscious -- of exactly what it is that you're creating.  And no action,
is just as bad as taking a negative action; because you're doing nothing
to rectify it or heal it."

"We are currently a conquered race, and have new rulers.  We are in
complete unawareness, or denial, of this fact.  The 'Grays', and possibly
the Orion Group, and a large group of warriors from Alpha-Draconus,
apparently will be arriving here on Earth very soon."  "There are
approximately 18,000 'Grays' on the Earth and the Moon; between Earth and
the Moon: 18,000 [total].  There are 1,833 'Reptilians' living inside the
Earth's surface.  These same 1,833 have been responsible for
disappearance and death of 31,712 children in the last 25 years.

There are 6 'Rigilians' -- extraterrestrials from Rigilious.  There are
17 Sirians from Sirius-B.  These are all now working with the 'World
Government'."  "There are also a group here from the Orion Group (which
is the constellation of Ursa Major/Minor), and several other groups, that
make up a total of nine different races; there are a total of 141 of them
here on the surface."

"There are also 1,531 benevolent extraterrestrials who are human; that
look just like you and me -- you may have even passed them on the street
and you wouldn't know it.  What their specific purpose is, or job, I have
not been privy to know -- just that they're here."

"Underground cities have been built all across the world and the United
States.  All of this has been run, and controlled, by the National
Security Agency:  That is your 'Black Government' -- your 'Secret
Government' -- that is also the 'kingpin' who makes the 'World
Government' work."  "The NSA's highest units are:  The 'ULTRA' unit;
there is a 'Blue Moon' unit, which controls all the information going to
and from our lunar bases on the Moon; there is also 'Alpha-One' and
'Alpha-Two'."  "The 'Alpha-Two' unit -- which is the lowest of the secret
units within the NSA -- I am told is actually 'MJ-12'.  MJ-12 meets
underground.  Now it's been speculated that they in a place in Virginia
called 'The Country Club'.  According the Andromedans, they go there;
they take trains underground.  And where they actually hold the meetings
is a secured facility in Raven Rock, which is south of the Blue Ridge
summit in Pennsylvania.  All of this is done underground."  "Most of the
underground tunnels were built by the Robbins Company of Washington and
Morrison-Knudsen of Boise, Idaho.  All of the financing was done through
the NSA."

"Now I'm not here to 'slam' anybody; I'm just telling you the way it is."
