Following the reassignment of the original Enterprise to Starfleet Academy in 2284, Uhura served at Starfleet Command on Earth. (Star Trek III: The Search for Spock). Uhura was scheduled to give a seminar at the Academy in 2293, although she volunteered to return to her old post on the Enterprise -A at Kirk's request prior to the historic Khitomer conference. The original Starfleet uniforms were created by original Star Trek costume designer William Ware Theiss, who also designed the original version of the arrowhead-shaped Starfleet emblem. Theiss's work included the original versions designed for the two pilot episodes, as well as the various black-collared costumes used during the series itself, and the dress uniforms. Starfleet uniforms seen in the first four Star Trek movies were designed by Robert Fletcher. The variations added in Star Trek V were designed by Nilo Rodis, and in Star Trek VI by Dodie Shepherd. Bill Theiss also designed the original versions of the uniforms for the first season of Star Trek: The Next Generation, while Robert Blackman and Durinda Rice Wood designed additional versions and modifications in subsequent seasons. Kirk mentioned the UESPA to Captain John Christopher when Christopher asked if the Enterprise had been built by the Navy. Kirk answered that they were a combined service stating that their authority was the United Earth Space Probe Agency. (“Tomorrow Is Yesterday” [TOS]). The term United Earth Space Probe Agency was actually devised by story editor John D. F. Black early during the show's first season. It was only used a couple of times before being replaced with Starfleet by “Court Martial” (TOS). (It was once abbreviated as UESPA, pronounced YOU-SPAH). Later episodes have suggested that Starfleet existed even before the first pilot episode, and we assume that Starfleet existed as far back as 2161, when the Federation was founded.

The Federation is governed by the Federation Council, composed of representatives from the various member planets, that meet in the city of San Francisco on Earth. The Council itself is led by a Federation Council President, whose office is in the city of Paris on planet Earth. (Star Trek IV: The Voyage Home, Star Trek VI: The Undiscovered Country). Although the Federation and its Starfleet have done an extraordinary job of maintaining a generally peaceful climate in this part of the galaxy (Star Trek II: The Wrath of Khan), the Federation and its member planets have been involved in a number of armed conflicts over the years. Notable among these are the tensions with the Klingon Empire that lasted almost a century until the Organian Peace Treaty, and later the Khitomer conference of 2293. Still unresolved are conflicts with the Romulan Star Empire and the Tholian Assembly. The Federation was involved in a protracted, bitter war with the Cardassians that dated back to the 2350s. An uneasy peace treaty with the Cardassian Union was reached in 2366. (“The Wounded” [TNG]). Conflict with the Cardassians continued at lower levels for years. One particular hot spot was Bajor, after the end of Cardassian occupation of the planet in 2369, when the Federation took over operation of the old Cardassian mining station Deep Space 9 in the Bajoran system near the newly discovered stable wormhole. (“Emissary” [DS9]). There is no definitive list of members in the Federation, since the shows' writers need the freedom to invent new members as specific stories require. Lieutenant Commander Benjamin Sisko was assigned to Utopia Planitia for some three years following the tragic death of his wife aboard the U.S.S. Saratoga in early 2367, prior to his assignment to station Deep Space 9 in mid-2369. (“Emissary” [DS9]). Part of the Utopia Planitia Fleet Yards on the surface of Mars was very briefly glimpsed as a view from deep space in “Parallels” (TNG), while Brahms's drafting room (presumably in the orbital part of the yards) was re-created in “Booby Trap” (TNG) and “Galaxy's Child” (TNG).

The fact that the Enterprise -D was supposed to have been built at Utopia Planitia was inscribed on the dedication plaque for the ship located on the main bridge. A copy of the dedication plaque was included in a CD-ROM collection of art and literature scheduled to be sent to the surface of Mars aboard the Russian Mars ‘96 space probe, definitely a case of life imitating art.

Uxbridge survived the Husnock attack at Delta Rana IV, and in retribution used his enormous powers to annihilate the entire Husnock race. Uxbridge later felt profound regret over his act of destruction and remained in self-imposed isolation on the planet along with an image of his human wife, Rishon Uxbridge, who had perished in the Husnock attack.
